Yesterday, President Donald Trump signed another executive order on elections. The new order targets mail-in voting – a method he himself used last week to cast a ballot by mail in a Florida special election.
According to reporting by Democracy Docket, the order directs the DHS to work with the Social Security Administration to create lists of verified citizens eligible to vote in each state. It mandates that mail ballots only be sent to voters on approved lists. Additionally, states would receive updated mail voter lists at least 60 days before federal elections, while the attorney general is directed to prioritize investigations into ballots sent to ineligible voters. States that do not comply with the new requirements could face a loss of federal funding.
Why is He Doing This?
Trump’s executive order, which is more like an angry press release, comes as his attack on the 2026 elections is stalling and polls show Republicans facing a brutal midterm landscape:
The SAVE Act, a massive voter suppression bill, has ground to a halt in the U.S. Senate
The Supreme Court hasn’t ruled on Watson v. RNC, which could limit mail voting
The Supreme Court hasn’t ruled on Louisiana v. Callais, which Trump’s advisors told donors would boost GOP prospects in 2026 and could “transform the party’s power”
Trump’s demand that GOP states rig voting maps to protect the House majority has faltered
Lauren Groh-Wargo, Fair Fight CEO, called the new order out for what it is:
“This is another angry press release disguised as an executive order. Courts blocked the key provisions of Trump’s first attempt at this because the president does not have constitutional authority to dictate how states run elections – three federal judges have said so. He’s doing this because he’s desperate – the Senate won’t pass his voter suppression bill, the Supreme Court hasn’t handed him the ruling his advisors promised donors, his demand that GOP states right their voting maps has stalled, and his party is staring down historic losses in November.”
“Let’s be clear about how absurd this is – the president voted by mail in Florida last week and is now signing an order to restrict that same right for millions of Americans. He already told us he’d do this last year – just days after Putin told him to. This isn’t about fraud – that’s a myth they’re using to change the rules. We’re watching a desperate president reaching for any way to block Americans from using their votes. Trump and Republican politicians know ‘we the people’ are fed up with how they are running our country, and if the 2026 midterms are fair, they’ll lose at every level of the ballot.”
Key Facts:
We’ve seen this movie before. Key provisions of Trump’s March 2025 election executive order have been blocked by three federal judges, who ruled the president lacks constitutional authority to change how elections are run – and specifically does not have authority to impose proof-of-citizenship requirements on voter registration, dictate mail ballot receipt deadlines, or mandate recertification of voting equipment. The U.S. Supreme Court declined to hear appeals of a nearly identical proof-of-citizenship mandate during Trump’s first term, effectively affirming it is illegal.
The SAVE Act is stalled. The House passed the bill in February on a mostly party-line vote. The Senate brought it to the floor in March but has not taken a vote. Senate Republicans lack the 60 votes needed to overcome a filibuster. Trump has vowed to veto all other legislation until it passes.
Trump voted by mail eight days ago. Palm Beach County records confirm Trump cast a mail ballot in a Florida special election on March 23, 2026.
The Putin connection. Trump announced his plan to eliminate mail voting by executive order in August 2025, three days after meeting with Russian President Vladimir Putin in Alaska. On Fox News, Trump said Putin told him U.S. elections are rigged and “it’s impossible to have mail-in voting and have an honest election.”
Mail voting fraud is virtually nonexistent. A Brookings Institution report found mail voting fraud in 0.000043% of all mail ballots cast – approximately four cases out of every ten million mail votes. In Georgia, Republican Secretary of State Brad Raffensperger audited 8.2 million voters in 2024 and found just 20 possible cases of voting irregularities – 0.002%.
